"The disastrous situation of independent performing artists needs to be improved and requires urgent political action regarding the current funding situation. In constructive dialogue with the Hamburg Department of Culture and Media (BKM) and the cultural policy spokespeople of the parliamentary groups, we aim to increase the funding for Product 6 'Theatre and Dance Scene' within Product Group 251.01 (Theatre, Museums, and Libraries) of Plan 3.3 (BKM Hamburg) for the next two-year budget (25/26), and propose structural changes to the funding system.
We use various campaigns to direct the attention of politicians and the public to the situation of the independent performing arts community. Recently, the DfdK e.V. commissioned the sociologist Dr. habil. Alexandra Manske to prepare a report on the current situation of the independent performing arts in Hamburg. This important survey was financed by the Hamburg Ministry of Culture and Media. In the thirty-page document, Alexandra Manske advocates ‘taking an even clearer path towards career and process-oriented funding models’ and emphasizes the importance of continuity in funding, especially for ‘mid-career and experienced artists.’ As the DfdK board, we read the report with interest and derived six cultural policy demands for the next two-year budget (25/26).
We also aim to ensure that the independent theatre scene in Hamburg is recognised as an important cultural player. To make this possible, we need better infrastructure: affordable, well-equipped rehearsal spaces and a medium-sized stage to meet the demand for suitable production venues.
In addition to our Hamburg-focused cultural policy agenda, we actively maintain external contacts to promote networking. With two representatives from the board, we are active members of the national association (BfdK), on the one hand, and on the other we seek direct contact with other Hamburg cultural institutions and organisations in order to strengthen the perception of our association and learn from each other.”

At its delegates' meeting on 12 October, 2022, the Federal Association of Independent Performing Arts (Bundesverband Freie Darstellende Künste, BFDK) decided to adjust the recommendation for minimum fee standards (HUG) in the field of independent performing arts, which has not been adjusted since 2017, in line with the increase in the standard stage collective agreement (NV Bühne). The BFDK proposes an increase in the standard minimum fee to EUR 3,100 per month for those insured with the KSK and EUR 3,600 for those not insured with the KSK. These figures are exclusive of any applicable VAT. The final press release is currently still being finalised.
The recommendation is aimed at all those involved in the independent performing arts sector. In practice, it should always be pointed out that this is an entry-level fee that should be adjusted upwards as professional experience increases.
The purpose of a minimum fee standard is two-fold: On the one hand, sponsors are called upon to commit to fair payment for publicly funded art; on the other hand, the recommendation is to be understood as a self-commitment on the part of the actors not to work below the HUG and, in the case of organisers, not to pay below it.

Hamburg Declaration
Art creates a space to change the world.
In Germany, we do not stand apart from history; instead, we stand on the ground on which some of the greatest atrocities in human history took place. [MN1] In this country, art has already been defamed as degenerate and culture has been misused for propaganda across the board. Millions of people were murdered or went into exile, including many artists. Therefore, we artists in Germany bear a special responsibility.
Today, we see art and cultural institutions as open spaces that belong to many. Our society is a pluralistic assembly. Many different interests come together and are often found in the in-between. Democracy must be renegotiated every day — but always under one condition: it is about everyone, about each individual as a being of many possibilities!
Right-wing populism is averse to the art of the many and hostile toward pluralistic cultural institutions. Right-wing and nationalist groups and parties disrupt events, seek to interfere with performance schedules, actively oppose artistic freedom, and work towards a renationalization of culture.
Their contempt for refugees, for dedicated cultural workers, and for all those who think differently reveals how they intend to govern society if they were to gain power.
We, as signatories from Hamburg’s theatre, art, and cultural institutions and their associations, respond to these attempts with a clear stance.
Racism, discrimination and marginalisation are part of everyday life. The extreme right is a symptom of this. This alliance seeks not only to combat the symptoms but to address the root causes. We are therefore analysing our own structures and putting them into question. We need to open up our artistic and cultural spaces, as well as our society, so that we can truly embody diversity!
- The undersigned art and cultural institutions commit to engaging in an open, enlightening, and critical dialogue about strategies that threaten a diverse and inclusive society. They carry out this dialogue with stakeholders and the public, with the belief that these institutions have a mandate to help advance our society in a democratic direction.
- We, the undersigned, do not offer a platform for right-wing nationalist propaganda.
- We, the undersigned, reject the illegitimate attempts of right-wing nationalists to instrumentalise cultural events for their own purposes.
- We, the undersigned, stand in solidarity with people who are being pushed further and further to the margins of society by right-wing ideologies.
Solidarity over privilege. It's about everyone. Art stays free!
Self-commitment
Only cultural institutions, art institutions, theatres, museums and their interest groups or associations are requested as signatories.
1. By signing, the directors or the management team agree to disseminate the text of the declaration within their own organisation among employees, ensemble members, curators, audiences, and visitors, as well as to present it for discussion.
2. The declaration will be made visible on the organisation’s website, in program booklets, as a notice in the foyer, etc.
3. The undersigned cultural institutions will be featured on the homepage dievielen.de, with a link where possible.
4. The golden glittering rescue blanket, the symbol of the initiative, is to be used in connection with the declaration depending on the corporate design of the institution — whether as a layout background, as an icon or as a shiny golden font (toolkit will be provided).
5. The signatories will prepare information events, talks and activities in line with the four action levels of the declaration; the dates will be communicated jointly via dievielen.de.
6. The declaration and the campaign will be released on 9 November during a central press event and through each institution’s own media. Campaign launch activities such as the hoisting of the golden rescue blankets at cultural venues, initial information events, readings and much more will be coordinated jointly and realised independently.
7. The campaign has a regional character and is disseminated nationwide via regional associations of cultural institutions as the “Hamburg/Cologne/Dresden/etc. Erklärung der Vielen” throughout Germany.
8. In addition to the undersigned cultural institutions, individuals and artist groups can also declare their consent as supporters by sending an email to unterstuetzung@dievielen.de starting the day of the first publication in a region (Hamburg, Berlin, Düsseldorf and Dresden on November 9, 2018). (Cultural institutions can of course still join the declaration as signatories after 9 November at erklaerung@dievielen.de.)
9. The undersigned institutions are actively participating in a nationwide campaign with days of action, dialogue forums and mobilization for a "Shining Demonstration of Art and Culture - Solidarity over Privilege. It's about everyone. Art remains free!" („Glänzenden Demonstration der Kunst und Kultur – Solidarität statt Privilegien. Es geht um Alle. Die Kunst bleibt frei!“)in Berlin in May, 2019 (planned for Saturday, May 11, 2019).
10. The undersigned commit themselves to mutual solidarity with cultural institutions and actors in the arts whose artistic freedom impeded by incitement and interference.
11. The signatories remain in dialogue with each other through regular meetings. They also commit to a critical review of exclusion mechanisms and to strengthening diversity in their own work environment as well as in the organisation of the diverse majority, die Vielen.

Fringify - Independent Arts Festival
↓
Hauptsache Frei was founded as a festival for the independent performing arts in Hamburg. Thanks to its success, it established itself in Hamburg and nationwide. The change of management, which takes place every three years, gives the festival the opportunity to renew itself and at the same time build on the experience and expertise it has gained.
In its 10th year, the festival has appeared in a new format and become Fringify - Independent Arts Festival Hamburg. The name change marks a new phase in the festival's development and emphasises our vision of celebrating the diversity and vibrancy of the independent scene in Hamburg. Referring to fringe areas or boundaries, the term was originally used to describe independent, experimental and alternative art and theatre productions that often take place outside the mainstream. By presenting the work of artists and groups from the independent scene in Hamburg and beyond, Fringify continues in this tradition.
Fringify also brings new life to the Pavillon der freien Künste in Rentzelstraße. located in the heart of the city, this hub serves as a meeting place and event venue for the independent scene during the festival and beyond, offering increased visibility and networking opportunities for all involved.
tanz.nord
↓
Since 2021, tanz.nord has been creating a structure for regional exchange and cooperation between the independent dance scenes of Hamburg and Schleswig-Holstein. Annually recurring formats aim to strengthen networking between the two federal states in the long term. In doing so, tanz.nord plan is opening up new venues outside urban centres.
The tanz.nord guest performances initiate a sustainable, regional touring network that is equally open to artists from both federal states. tanz.nord shows existing productions at newly added venues for dance, enhancing the visibility of this art form. The tanz.nord Neuproduktion strengthens this network by commissioning new pieces [MN2] that create access for audiences unfamiliar with dance.
Regular network meetings, such as the tanz.nord lab, offer dance professionals a space for working and networking opportunities. Additionally, tanz.nord is committed to long-term outreach through school partnerships and a supplementary program of educational activities aimed at both urban and rural audiences. tanz.nord is backed by four project partners from Hamburg and Schleswig-Holstein: Dachverband freie darstellende Künste (DfdK), K3 - Zentrum für Choreographie | Tanzplan Hamburg, the Kultur- und Bildungszentrum Bad Oldesloe (KuB) and the Tanz und Performance Netzwerk Schleswig-Holstein (TuP.SH)
tanz.nord is also a partner in the Tanz Weit Draußen network. This alliance supports the development of contemporary dance in rural regions nationwide and works to overcome structural hurdles and disadvantages beyond the city centres.
